This month of October has meant the arrival of the first drafts for the 2025 budgets in several Spanish regions, still pending parliamentary processing. Some preliminary documents that include investment in health as one of the main areas in the budget effort. In this way, some regional governments have already taken their first steps with the approval of the draft Budget Law for next year, on which the possibility of developing their assistance policies will depend, to a large extent.
One of the most advantaged Autonomous Communities has been Riojawhere on October 1 the regional Executive presented its General Budget project of La Rioja with a“historical bet” in health. Along these lines, the regional president, Gonzalo Capellanhighlighted that the budgets “break the record in social investments aimed at providing fundamental public services to the people of Rioja.”
The Rioja official has also highlighted that these accounts “reindicate their commitment to health, transport, socio-educational and sports infrastructures.”
In this way, Riojan accounts exceed 2,000 million euros for the first time, which is 7% (136.68 million) more than in 2024. Of that total, 1,257.89 million euros43.36 million more than in 2024, will be allocated to public social and health services “people-centered.” Likewise, the Rioja manager has also highlighted that these accounts “are once again betting on the health infrastructuretransportation, socio-educational and sports and invests in the future and in the economic transformation of La Rioja.”
For its part, the Junta of Castilla y León also advanced this preliminary budget project for 2025, which, if applicable, will reach 15,084 million euros, which represents a growth of 3.58% compared to 2024. The regional Executive highlighted in the presentation of the budgets that these are the highest accounts in the history of the region and that will be marked by a clearly social orientation by allocating 9,897 million, 81.46%, to non-financial spending managed by the departments of these functional areas, among which is Health.

Specifically, in the purely health section, next year up to 5,005 million euros. Likewise, the Minister of Economy and Finance, Carlos Fernández Carriedo, announced the allocation of 4,465 million for themaintenance of hospitals and health centers, as well as for public and subsidized educational centers, nursing homes, pharmacy expenses, universities and dependency. In addition, policies for the elderly are reinforced with an investment of 322 million to cover programs such as telecare, home help or active aging policies, among others.
From Galicia The first outline of what the next budgets could be was also released last week. Thus, the Government Council approved the draft Budget Law of the Autonomous Community for 2025 which, as in the previously mentioned Autonomous Communities, will also be “the highest in history” – amounting to a total of nearly 14,000 million euros. Furthermore, the Galician president, Alfonso Rueda, highlighted that they have been “one of the first communities” to prepare them, with the expectation that they can come into force “on January 1, 2025.”
